Environmental Health and Safety (EHS) at the University of Connecticut (UConn) seeks an Environmental Health and Safety Specialist to join the Environmental Programs team. The incumbent will ensure institutional compliance with applicable federal and state environmental regulations, including those administered by the U.S. Environmental Protection Agency (EPA) and the Connecticut Department of Energy and Environmental Protection (CT DEEP), related to air emissions, regulated building materials, water and land use, and water discharges and provide guidance to project teams, facilities personnel, administrators, and academic departments to support University capital projects, operations, infrastructure, academic programs, and research activities.   • Interpret and apply federal and state environmental laws, regulations, codes, and standards to UConn operations, infrastructure, and academic activities, exercising independent judgment within established policies and procedures.
  • Provide guidance and recommendations to UConn departments, project teams, and management regarding environmental compliance requirements associated with operations, maintenance, capital construction, and research activities.
  • Monitor and evaluate environmental compliance through inspections, record reviews, data analysis, and field investigations.
  • Monitor changes in environmental regulations and communicate applicable regulatory requirements, permitting obligations, and compliance considerations to UConn stakeholders.
  • Serve as a liaison with federal, state, and local regulatory agencies during inspections, audits, reporting, and compliance activities, referring enforcement matters and policy determinations to senior staff as appropriate.
  • Assist in the development, implementation, and maintenance of environmental compliance programs, training programs, procedures, and internal guidance documents.
  • Prepare and review environmental permit applications, registrations and ensure compliance with permit conditions; and maintain environmental permit licenses, plans, certifications, and associated technical documentation in accordance with regulatory requirements and University procedures.
  • Review and evaluate technical reports, consultant deliverables, and regulatory submittals related to environmental remediation, materials management, stormwater compliance, dam safety, and related environmental programs, providing technical comments and recommendations.
  • Support above-ground storage tank (AST) and underground storage tank (UST) compliance to ensure the safe storage of fuel, heating oil, and waste oil.
  • Coordinate site remediation activities in collaboration with Licensed Environmental Professionals to ensure compliance with the CT Remediation Standard Regulations and CT DEEP directives.
  • Support UConn’s public water supply and wastewater treatment compliance activities, including National Pollutant Discharge Elimination System (NPDES) permitting, administration of the Fats, Oils, and Grease (FOG) Program, and Water Supply Plan.
  • Respond to environmental incidents and spills; coordinate notifications and response activities; and recommend corrective actions in accordance with applicable regulations and UConn procedures.
  • Ensures the proper management and disposal of regulated building materials and waste generated through projects, operations, and other activities.
